Control Panel File Manager
The administrator also has access to a browser-based file manager that allows them to upload, move, delete, create or edit files on the web server.
Other users who have been given FTP privledges by the administrator can also upload, move, create, delete or edit files within their protected user directory. Only the administrator account has complete access to the entire directory structure on the web server. A non administrator cannot modify documents outside of their home directory, so they cannot modify the public web pages on your webserver.
